Switchgear work presents safety concerns when workers are either underprotected or overprotected. Underprotection increases exposure to shock and arc flash hazards, while overprotection can limit movement, visibility, and task control.

This is why qualified persons are essential in the field. For switchgear work, the worker must understand the design, construction, and safe operation of the equipment they are interfacing with. Discuss the equipment construction, racking position, interlocks, shutters, compartments, labeling, and visible condition concerns that may change the work process.

How does the equipment design affect exposure?
Ask workers to explain whether the task creates shock exposure, arc flash exposure, or another condition that requires mitigation.

What protective method fits this equipment and task?
Have workers explain whether PPE is required, whether remote operation or remote racking should be used, and what condition would require the task to stop.
